Astana Hub International Technopark

Astana Hub is a tech park for IT companies located in Kazakhstan, in the city of Astana, where conditions are created for the development of both Kazakhstani and international IT companies.

The goal of Astana Hub is to create conditions for the development of innovative projects and support for startups at all stages of their development. Here, services are provided for the incubation of startups, scientific research and development, as well as support for innovative projects.

Tax preferences for Astana Hub participants include:

  • Corporate income tax - Article 293 of the Tax Code, subject to the Rules for determining income from intellectual property and the provision of services in the field of informatization, which provide for a reduction in the amount of calculated corporate income;
  • Personal income tax at a rate of 0%;
  • VAT - Article 394 of the Tax Code;
  • VAT on the import of certain goods - Article 399 of the Tax Code, Order of the Minister of Digital Development, Defense and Aerospace Industry of the Republic of Kazakhstan dated March 18, 2019 No.10/NK (except for EAEU countries);
  • VAT on the acquisition of works, services from a non-resident - Article 373 of the Tax Code of the Republic of Kazakhstan;
  • Individual income tax for employees - residents of Astana Hub participants - Article 341 of the Tax Code of the Republic of Kazakhstan;
  • Income from the increase in value - Article 288 of the Tax Code of the Republic of Kazakhstan;
  • Non-resident income from a source in the Republic of Kazakhstan - Article 644 of the Tax Code of the Republic of Kazakhstan;
  • Dividends for non-residents - taxation at a rate of 5% according to Article 646 of the Tax Code of the Republic of Kazakhstan;
  • Social tax - Article 484 of the Tax Code of the Republic of Kazakhstan, allowing exemption from payment of social tax for a foreign employee.

Simplified visa and labor regime for non-residents include:

  • No need to obtain a work permit for foreign employees;
  • Work visas for up to 5 years.

Who can become a participant in Astana Hub?

To become a participant in the tech park, you have to meet the following requirements:

  • Be a legal entity (with no branches);
  • Carry out one or more priority types of activity in the field of information and communication technologies;
  • Not be a legal entity, 50% or more of the shares (participation in the share capital) of which directly or indirectly belong to the state, national managing holdings, national holdings, and national companies or their subsidiaries;
  • Not be a subsoil user or a participant in a special economic zone;
  • Not be a taxpayer of excise taxes;
  • Not belong to organizations implementing (implemented) an investment priority project, as well as an investment strategic project under investment contracts concluded before January 1, 2015.

List of documents required for registration as a participant in Astana Hub:

  • Application for participation as a tech park participant;
  • Business plan of the project;
  • Document confirming the location where the applicant plans to carry out activities (copies of lease agreements, gratuitous use of property, trust management of property, notarized consent of a natural person to provide premises for the location of a legal entity);
  • Information on the number of planned residents and non-residents to be attracted to implement the project (expected number and term);
  • Certificate of incorporation;
  • Copy of the document confirming the authority of the person;
  • Information on the absence (presence) of tax arrears (it is necessary to provide, even if the company is new and has not conducted any activities).
